I was appointed Assistant Postmaster General. During the late Mr. Lister's absence on leave from June 1888 to January 1890, I was in charge of both Department and I trust that I have not only performed the duties to His Excellency's satisfaction, but also to the satisfaction of the Community. 2. I may state that I passed the Competitive Examination for the Hong Kong Civil Service in 1880, that I completed my study of Law 3½ years later, and that I was called to the Bar at the beginning of 1889.
