I was appointed Assistant Postmaster General. During the late Mr. Lister's absence on leave from June 1888 to January 1890, I was in charge of both Department and I trust that I have not only performed the duties to His Excellency's satisfaction, but also to the satisfaction of the Community. My service in the Post Office (1 years) has enabled me to gain a thorough knowledge of the working of the Department. I may further add that I have been in charge of these Departments from 24th June last, and am still in charge.

Trusting that His Excellency will see his way to recommend my application.

2. I may state that I passed the Competitive Examination for the Hong Kong Civil Service in 1880, that I completed my study of Law 3½ years later, and that I was called to the Bar at the beginning of 1889.
